About Us
The Foundation for Fair Contracting – Mid-Atlantic Region (FFC-MAR) is a non-profit 501(c)(5) labor-management organization that monitors construction projects for compliance with federal, state, and local prevailing wage requirements, particularly in the District of Columbia and Maryland. FFC-MAR also monitors projects to ensure compliance with employee misclassification laws, licensing requirements, and apprenticeship standards. Our efforts are designed to protect workers and taxpayer dollars by promoting fair, competitive contracting and by combatting the scourge of wage theft and tax fraud long pervasive in our region’s construction industry.

​In addition to the above-referenced monitoring efforts, FFC-MAR engages in proactive and preemptive compliance efforts during the procurement phase, including attending pre-bid meetings for public projects and educating interested bidders on applicable labor laws. FFC-MAR also lends its wage compliance expertise and resources to various government enforcement agencies through volunteer compliance programs designed to bolster enforcement of prevailing wage laws. FFC-MAR uses the Freedom of Information Act and other open records laws to obtain certified payroll reports, contracts and bid documents to ensure compliance with applicable labor standards. To carry out its work, FFC-MAR draws upon its valued partnerships with community groups, high-road contractor associations, and craft-expert compliance volunteers from the region’s local building trades unions.

Since our inception in 2014, FFC-MAR has monitored hundreds of public construction projects in the Baltimore and D.C. metropolitan region, filed more than 100 wage complaints, and helped underpaid workers recover more than $4 million in restitution.
